At its meeting on 21 August 2025, Council resolved to place the draft Snowy Monaro Arts, Culture & Heritage Strategy 2026 – 2029 and draft SMRC Public Art Policy on public exhibition for a period of six weeks.

The draft documents are on exhibition from Friday 5 September 2025 to Monday 20 October 2025. Council staff will undertake additional community consultation with key stakeholders throughout this period.




What is the draft Snowy Monaro Arts, Culture & Heritage Strategy 2026 – 2029?

The draft Snowy Monaro Arts Culture & Heritage Strategy 2026 – 2029 sets out a strategic framework to guide Council’s approach to the delivery, support, and management of arts, culture, and heritage initiatives in the Snowy Monaro region over a four year period.

It will guide Council’s activities supporting arts, culture and heritage, and provide a platform for advocacy for arts, culture and heritage community groups seeking support for their own activities.

The draft Strategy aims to achieve social and economic outcomes for the arts, culture, and heritage communities in the Snowy Monaro.

It recognises the considerable impact of arts, culture and heritage on our community and aspires to continue investment and achievement in initiatives which support and grow the arts, culture, and heritage sectors.

The development of the draft Strategy was undertaken primarily via Council’s partnership with South East Arts, with considerable contribution from the SMRC Arts and Culture 355 Advisory Committee.

The draft is informed by the previous Snowy Monaro Arts and Culture Discussion Paper 2020.

The draft Strategy’s Action Plan (pages 15 – 30) identifies 65 proposed actions to be undertaken throughout the life of the strategy.

These include:

  • The continuation of 22 existing activities, already provided by Council with resourcing identified in the Delivery Program and Operational Plan

  • 28 proposed new activities which are not currently resourced for delivery by Council

  • 15 wish-list activities which are not currently resourced and would require additional funding to be secured in order to be planned and delivered

The delivery of these actions is aligned with Council’s roles identified in the Community Strategic Plan: Provide, Collaborate, and Advocate.




What is the draft SMRC Public Art Policy?

The draft SMRC Public Art Policy aims to define public art and to establish a consistent approach to Council’s aspirations and expectations regarding the conception, installation, and maintenance of public art pieces owned or managed by Council. It does not commit Council to the acquisition or installation of new artworks, but provides a framework for if that opportunity arises, as well as giving clear guidance for existing works.

During the development of the draft Strategy, it was identified that a draft SMRC Public Art Policy had been developed and placed on public exhibition in early 2022. This draft Policy was not adopted.

The public exhibition of the draft Strategy provides a timely opportunity to revisit the draft policy and to gain the community’s contemporary feedback.
