Proposed Cooma Regional Sports Centre Fees and Charges

Thank you to those who have provided feedback on the Cooma Regional Sports Centre Fees and Charges. Our team is now reviewing the submissions and will present this information to Council for consideration.

Background

The Cooma Regional Sports Centre is a new $15 M sporting facility (hall). As this is a joint use agreement with the Department of Education, use and access to the facility is shared. The proposed hours for community use are as follows:

Court 1:

• 6am – 10.30pm (360 days per year)
• NB: For five days per year this court is to be used by Monaro High School during school hours so it will be unavailable

Court 2:

• 4pm – 10.30pm (school days)
• 6am – 10.30pm (non-school days)

Court 3:

• 4pm – 10.30pm (school days)
• 6am – 10.30pm (non-school days)
• NB: Court 3 is unavailable for one term including evenings and weekends due to school use, the specific term is yet to be confirmed. As the licensee, Council sets fees for use outside of agreed Department of Education times and uses.

The sports facility user groups include basketball, netball, futsal, volleyball, pickleball and badminton. The hall is compliant with International Basketball Federation (FIBA) requirements and the International Association Football Federation (FIFA), making it suitable for regional competitions, gala days and training camps.

In developing the draft Fees and Charges, a desktop assessment was conducted to understand the modelling adopted by other facilities of a similar size and offering in various locations throughout Australia. It is important to note, that facilities of a similar calibre may exist, however, following investigation, other facilities identified, did not have an operating model that was comparable for example owned by one club, funded through philanthropy or private investment.

A comparison with other sporting facilities in the region has also been undertaken as a reference for consideration. These facilities do not represent the same offering as the Cooma Regional Sports Centre however have been included as a comparison.

Based on the investigation, the proposed fee for court hire reflects reasonable market value for the asset that is being proposed for use by the community.

Council will be actively seeking interest in attracting and hosting regional-level competitions and training camps that will attract a different fee structure appropriate to the scale of the competition.

Sporting clubs will have the ability to access the kiosk facilities when in competition and training at no cost. It is expected that clubs will utilise these facilities as an additional revenue opportunity in addition to broader fundraising. A separate kiosk fee is applicable for regional competitions, gala days and training camps.
