Background
In 2025, the Australian Government introduced major reforms to the aged-care regulatory framework, and these reforms came into effect on 1 November 2025. As part of this transformation, the Support at Home Program was launched, replacing the previous Home Care Packages and Short‑Term Restorative Care programs. This new approach offers a more streamlined and flexible model for delivering in‑home care, designed to help older Australians remain safe, well-supported, and independent at home.
Council currently provides many of these in‑home services to community members. Under the new Support at Home Program, those services will continue with improved funding structures, better oversight, and simplified access. Existing Home Care Package recipients have transitioned automatically into the new framework, ensuring continuity of care while benefitting from the enhanced flexibility and responsiveness of the renewed system.
As part of the changes to the legislation, a new Support at Home Pricing Model was finalised, ensuring alignment with national standards for aged care service delivery. For community members using the services, it provides greater clarity on service costs, improved affordability through fair and legislated pricing structures, and enables Council to strengthen its capability to deliver high-quality, person-centred care.
