Planning Proposal: 56 Hilldowns Road, Kalkite

Thank you to everyone who provided feedback to help inform this process. This planning proposal was reported to the 16 November Ordinary Council Meeting, Cooma Council Chambers.
The resolution from the Council Meeting was to not proceed.
What does the planning proposal seek to amend?
The planning proposal covers the land at 56 Hilldowns Road, Kalkite (see map below) and proposes rezoning from RU1 Primary Production to RU5 Village, RE1 Public Recreation, E1 Local Centre, SP2 Infrastructure, C2 Environmental Conservation and C4 Environmental Living. This proposal will allow for the subdivision of up to 220 lots south of Kalkite village.
The proponent will provide upgrades and supporting infrastructure to the Kalkite Road and the Kalkite village including:
- Road upgrades
- New Rural Fire Service shed
- Public open space
- Access to the Lake Jindabyne foreshore
Winter peak period traffic count data was collected from 10 July to 24 July for the intersection of Kalkite Road and Eucumbene Road, informing the intersection upgrades necessary. This Your Say page has been updated to reflect the data collected.
Where are we up to?
To amend the Snowy River Local Environmental Plan a planning proposal must be lodged to Council and the NSW Department of Planning and Environment. There are many stages in the process of a planning proposal, and this proposal for 56 Hilldowns Road, Kalkite is currently at Stage 5 - Public Exhibition and Assessment.
Stage 1 | Pre-Lodgement Early analysis of the development potential of the relevant land including key environmental or site constraints, review of the strategic planning framework, obtaining advice and consultation with authorities and government agencies and identification of study requirements to underpin a planning proposal. |

Stage 2 | Planning Proposal Council is to review and assess the planning proposal and decide whether to support and submit it to the Department for a Gateway determination. |

Rezoning Review Review of proponent-initiated planning proposal by independent planning panel if not supported / or progressed by council. | |

Stage 3 | Gateway Determination Department assesses the strategic and site-specific merit of a planning proposal and issues a Gateway determination specifying if the planning proposal should proceed and whether consultation with authorities and government agencies is required. |

Stage 6 | Finalisation Final assessment of the planning proposal and if supported, preparation of the draft LEP, review and finalisation. Once finalised, the LEP may be made, notified and come into effect. |
Council is the delegated Local Plan-Making Authority for this planning proposal. Following the consultation period, the proposal will go to a Council meeting where the councillors will decide whether the proposed changes to the Snowy River Local Environmental Plan may proceed.
